Guiding Principles

The Cultural Strategy is underpinned by a set of core principles that guide decision-making, investment and programming across the city. These principles were shaped by the consultation process and reflect the values that Coventry's cultural community holds dear.

Culture belongs to everyone. It is not something delivered to communities — it is something created with them.

The Five Principles

1. Diversity and Inclusion

Culture must reflect and celebrate the full diversity of Coventry's communities. Barriers to participation must be actively identified and removed. Everyone should feel welcome and represented in the city's cultural life.

2. Quality and Ambition

Coventry aspires to cultural excellence. The city will support work that is bold, innovative and of the highest quality — whether produced by international artists or local community groups.

3. Young People First

As one of Europe's youngest cities, Coventry places young people at the centre of its cultural vision. Their creativity, energy and perspectives are essential to the city's cultural identity.

4. Collaboration

The strategy recognises that culture thrives through partnership. Cross-sector collaboration between artists, businesses, universities, health services and communities is essential to delivering lasting change.

5. Place and Identity

Culture is deeply connected to place. The strategy celebrates Coventry's unique identity — its history of destruction and renewal, its industrial heritage, and its commitment to peace and reconciliation.
